According to Canadian journalist Serge Monast, who proposed this idea, the project would have four phases of implementation:

There Federal Emergency Management Agency (FEMA, for its acronym in English), confirmed in a press release that the exercise will take place from 2:20 p.m. (Eastern time) on October 4 and will send an emergency alert to all cell phones, televisions and radios in the country.

This exercise aims to generate a routine test, carried out every two years in the country, to ensure the proper functioning of emergency alert systems in the country.
