The repetition of the vote abroad, to appoint the members of the National Assembly and the six representatives of migrants, does not include an electoral campaign, because this phase of the legislative election period ended on August 17.
The only authorized electoral campaign, for the second round, corresponds to the finalist presidential pairs: Daniel Noboa (ADN) and Luisa González (RC), which is scheduled from September 24 to October 12.
However, there is currently no system defined by the National Electoral Council to exercise control of the electoral campaign abroad, due to the lack of human and economic resources, but all complaints presented will be received.
Meanwhile, civil organizations such as the Citizen Participation Corporation are preparing a portal to open a space for complaints regarding irregularities that arise during this phase of foreign elections.
The National Electoral Council (CNE), on August 25, resolved the nullity of the votes apart from the dignity of national parliamentarians and representatives of migrants in the three constituencies: Europe, Asia and Oceania; Canada and the United States; and Latin America, the Caribbean and Africa, as the telematic voting system was subject to cybersecurity attacks, which prevented several Ecuadorians residing abroad and registered on the electoral lists from accessing the system .
The CNE resolution received three contentious electoral appeals which requested the annulment of the decision to cancel the vote abroad; but none passed the filter of the Electoral Dispute Tribunal and the files were archived.

If one of the final presidential candidates in the second round campaigns in favor of an assembly candidate or calls to vote for one of the aspiring legislators, whether national or foreign, this will be considered as an proof of a process that can be followed before the TCE, where it can be sanctioned.
The CNE activated campaign monitoring tasks in the country, and not abroad due to lack of resources, unless someone presents evidence to the electoral body, Cabrera emphasized.
The Citizen Participation Society is currently working on a portal with its respective form so that Ecuadorians living abroad can submit respective complaints regarding irregularities that occurred before and during the day of the presidential election abroad.
Electoral observation abroad of the Citizen Participation Society will be active on its website, since there will be no in-person observation in the 635 vote reception commissions, because the time they have to organizing the operation is limited and requires financial resources.
Ecuadorians abroad will be able to report irregularities that occur and these will be included in the post-election report that the Corporation will prepare, since there is currently no mechanism to control electoral advertising abroad. (YO)
