Foreign Minister Antonia Urrejola participated in various activities within the framework of the 52nd General Assembly of the Organization of American States (OAS), which is being held in Lima.
That day, she presented in the discussion “Gender parity in international human rights bodies: the case of the inter-American system”, on the role of States in the task of promoting gender equality. in the institutions of international justice.
In this context, our country has actively promoted the election of Chilean candidates to international courts and tribunals. In 2019, Chile nominated Ambassador María Teresa Infante Caffi to the International Tribunal for the Law of the Sea (ITLOS), who was elected in August 2020, becoming the first Chilean judge and the third woman in the ITLOS. history to sit on the said tribunal. . .
In the inter-American sphere, in 2021, Patricia Pérez Goldberg was elected judge of the Inter-American Court of Human Rights, where the Chilean jurist Cecilia Medina Quiroga, the first woman president of this organization, was previously present between 2002 and 2009. .
However, the Chancellor acknowledged that the necessary efforts must continue to be made to achieve gender parity where States also have legally binding obligations.
The lack of gender parity in the composition of international courts and tribunals has a negative impact on their legitimacy. For this reason, ensuring adequate representation in international justice organizations is seen as a necessary value that adds validity to the exercise of jurisdiction.
In this sense, the Minister stressed that Chile will continue to actively promote gender parity in international courts and tribunals, as one of the objectives of a foreign policy with a feminist imprint, which implies a transversal integration of the gender approach in all activities. , both in multilateral forums and in the construction and development of bilateral agendas.
Progress towards a regional migration policy
On the other hand, the Chancellor took part in the Lima ministerial meeting on migration, where she stressed that our country will continue to promote a regional migration policy based on the principle of international solidarity, from a multilateral approach that takes into account the promotion of human rights.
For this initiative, work is carried out on the basis of axes such as regional cooperation, the strengthening of existing consultative processes and the bilateral agenda between countries. Likewise, it considers a humanitarian axis of assistance and coordination with local governments, in addition to promoting migratory regularization.
Finally, it considers social cohesion as an axis to underline the importance of territorial administrations in the management of migrations and to integrate the role played by the host communities in the process of social integration.
It should be noted that in this regard, Chile, together with 19 countries, signed the Declaration on Migration and Protection of Los Angeles, within the framework of the IX Summit of the Americas held in Los Angeles, United States.
Bilateral meetings
During the day, the Secretary of State held bilateral meetings with the Special Rapporteur for Freedom of Expression, Pedro Vaca, and with the Ministers of Foreign Affairs of Canada, Mélanie Joly; Ecuador, Juan Carlos Holguin and Guyana, Hugh Todd.
He also met with the President of the Inter-American Commission on Human Rights, Julissa Mantilla, and the entity’s Vice President, Margarette Macaulay.
