The Canadian government has introduced a new plan for students and workers on temporary visas to become permanent residents. This initiative was announced by Canada’s Immigration Minister, Sean Fraser.
The country welcomed more than 300,000 permanent residents in 2022, which is its highest figure to date. Unfortunately, in the face of this high demand for immigrants, Canada is struggling with a huge backlog of visas. There are figures of up to 2.7 million applications, so the government is looking to streamline the residency process for those who already have a study or work visa.
How will Canada implement this new plan?
The new strategy focuses on those with significant experience in sectors where labor shortages persist. Therefore, Fraser presented five phases in which this initiative will be developed.
The first step is to increase opportunities for workers seeking to make this migration transition. The second stage aims to reform the express entry system so that immigration applications are accepted with greater flexibility from the government.
The third phase focuses on updating permanent economic immigration programs so that essential workers in high-demand occupations can obtain residency much more quickly.
On the other hand, the fourth stage aims to increase French-speaking immigration within the country, so if you speak French, this new measure could help you obtain residency through the language.
Finally, the fifth and final stage will seek to technologically update all government agencies that help apply for residency. And thus, speed up requests and therefore increase the number of approvals.

Although this initiative will have pilot programs before its launch, it is expected that during the period 2022-2024, the number of permanent residences will increase considerably.
For now, the Canadian government has set a goal of ending this year with approximately 431,000 permanent residents.
