IRCC explained that some doctors have had difficulty accessing permanent residency through Canada’s flagship programs for skilled workers administered under the Express Entry system, since the fee-for-service model.

Therefore, some self-employed physicians may not meet the economic pathways eligibility criteria for permanent residency.

In 2022, IRCC accepted over 8,600 applications for temporary and permanent residency from foreign nationals intending to work in the healthcare sector.
In 2021, applications for work permits and work permit extensions were approved for more than 2,500 medical specialists, 620 nurses and 550 nursing aides and assistants.
